One of the things you will want to do before the closing is to make sure the appliances are still in good working order. That's hard to do if the electricity is turned off. By the time service is reconnected you may find an appliance has become inoperative.

You'll need to get the seller to cooperate by speaking with the utility companies but its well worth the time.
